Research Rate Change FY26

To All UCSF Principal Investigators:

The following is an important announcement about charges for clinical research-related activities at UCSF:

Background: Research rates are updated periodically.  This is a result of updated DHHS research rate discounts, as well as annual Medical Center rate changes.  The DHHS research rate discount is applied to the Medical Center rate (list prices) to create the UCSF NIH (government) research fee scheduled. All research charges designated for billing to industry sponsors will be applied at 150% of the NIH rate for UCSF and 120% for BCH-Oakland, which is in line with our peer institutions. 

As of July 1st, 2025, rates charged for procedures and clinical services related to research studies have changed.  Specifically:

  • The research rates for fiscal year 2026 have increased 7% in the aggregate.  This is the third time in six years that the rates have increased in the aggregate.  FY26: 7%, FY25: 0%, FY24: 6%, FY23: 2%, FY22: 0% and FY21: 0%. 
  • Impact on Westbay studies: rates increased 7% in the aggregate, however, many lab services were increased at a higher rate, while E&M services and imaging services were largely flat, and some procedure related services decreased. 
  • Impact on Eastbay studies: rates increased 7% in the aggregate; there were pockets of higher rate increase for labs and anesthesia, while E&M services and imaging services were largely flat, there were also decreases in pockets of high-volume lab services and infusion services.
